Sustained Employment for Women: A Holistic Approach

In a recent study by Avtar group, the crucial role of career enablers such as flexi-timing and remote working in promoting women's workforce participation has been highlighted. However, the study also emphasizes that such workplace enablers are not sufficient in isolation; significant investment from city and state levels is necessary for sustained employment of women.

City and State Investment for Inclusive Workplaces

The study's 'Top Cities for Women in India (TCWI)' index ranks cities based on social inclusion, industrial/workplace inclusion, and citizen experience. It underscores the need for comprehensive healthcare, wellbeing infrastructure, skilling opportunities, childcare, and travel support to retain women in the workforce effectively.

Career Enablers for Women at Different Stages

The findings highlight that flexible working remains the top career enabler for women in mid-career stages, while upskilling opportunities are critical for early career women. For businesswomen, mentoring, sponsorship, and coaching are vital. The backdrop of carehood expectations, including period leaves and support during menopause, child-care, and elder care, continues to be a significant consideration.

The Role of Cities in Women's Employment

The study notes that southern cities in India, with strong historical, social factors, and enabling government policies, contribute to gender-progressive living environments. Eight out of the top ten cities in the less than a million-population category are from southern India, indicating regional strengths in supporting women's employment.

The Path Forward

Creating inclusive and equitable cities for women requires a multifaceted approach, involving not just the workplace but the wider community and governance. By addressing factors like employment opportunities, quality of life, healthcare, education, transportation, and safety, cities can define themselves as inclusive environments for women. The study's findings offer a blueprint for other cities and states to follow, emphasizing the need for holistic support systems to empower women and ensure their sustained participation in the workforce.
